中华人民共和国向亚洲开发银行申请了2亿美元的贷款,用于湖北黄冈大别山生态保护和近零碳绿色发展项目,并计划将部分贷款用于CS05外部环境监测机构咨询服务。
本咨询服务的目标包括:
1.确保项目符合与亚洲开发银行保障政策声明(SPS)要求相一致的环境法规、许可证及适用标准;2.监测并评估项目实施过程中所采取的环境缓解措施的有效性;3.评估缓解措施在减少负面环境影响方面的成效,包括监测空气、水和土壤污染以及栖息地干扰等潜在风险;4.识别任何环境问题或风险,并提出纠正措施建议。
亚行已同意通过基于咨询顾问资历的选择(CQS)的方式聘请咨询公司,为本项目提供咨询服务。采购需符合《亚行采购政策》(2017年,不时修订)、贷款协定、项目协议以及适用的中国国家法律和法规。
本咨询服务计划于2025年4月启动,2030年10月结束(具体以签订合同时间为准)。咨询机构应开展以下工作:
(1)按照环境监测计划(环境影响初步评估报告(IEE)中的表A4-EMP:环境监测计划,包括其更新版本)开展监测工作;
(2)根据环境管理计划中规定的报告频率提交监测报告,报告内容需包含经认证的监测结果,并将报告提交给黄冈项目管理办公室(HPMO)和地方项目管理办公室(LPMOs);
(3)在监测活动中,一旦发现环境事件或收到相关投诉,外部环境监测机构应立即向黄冈项目管理办公室和地方项目管理办公室报告。
(4)外部监测团队必须确保独立于项目团队,以避免利益冲突。所有的调查结果都应以客观、无偏见的方式呈现,以专业的态度开展工作,并符合道德标准。
黄冈项目管理办公室现邀请符合条件的咨询公司(下文简称“咨询顾问”)提交本咨询服务的意愿书。有意向的咨询顾问应提供满足要求的相关资料,证明其拥有开展服务所需的资质和相关经验。咨询顾问应为经认证的环境组织,应来自符合亚行条件的国家/地区,且咨询顾问进入短名单的标准应基于以下几个方面:
1. 顾问的资格要求
(1)外部环境监测机构应是一家经认证的环境组织(研究机构、设计院、咨询机构及/或公司、大学或非政府组织),通过国家级CMA认证,且与执行机构和实施机构不存在直接的行政隶属关系;
(2)在环境监测方面有可靠的经验,尤其是在规模和性质类似的项目中。
(3)外部环境监测机构的专业人员应拥有环境科学、环境工程或相关领域的硕士学位或以上学历;并且他们与环境工作相关的资质应符合环境监测计划(附录1)中所列的监测要求;
(4)外部环境监测机构应熟悉亚洲开发银行(亚行)的相关政策和程序,具备良好的业绩记录和声誉,并且在亚行或世界银行(世行)贷款项目中至少拥有5年的外部环境监测(环境监督)经验。
(5)精通中华人民共和国及湖北省与环境保护和治理相关的法律法规,熟悉国际环境标准。
(6)有能力使用经过校准、认证和批准的监测设备及方法开展实地工作和数据分析。
(7)合同中外部环境监测机构的核心成员必须与现场工作的人员一致。未经黄冈项目管理办公室批准,不得更换,否则将被视为违约;并且
(8)咨询公司应具备环境监督资质和能力,能够提供清晰、详细且技术和非技术利益相关方都能理解的报告。
2.主要职责建议如下,但不限于以下内容:
(1)团队负责人/环境专家,6个人月:拥有注册环境工程师和环境类高级及以上职称,具有10年以上外部环境监测(环境监督)经验,以及外资项目环境监测(环境监督)经验;
(2)技术人员,技术人员,2人,每人投入6个月,总工作量为12人月:拥有环境类中级及以上职称,具有5年以上外部环境监测(环境监督)经验,以及外资项目环境监测(环境监督)经验。
要求咨询顾问递交的《意向书》文件包括下列文件,但不限于:
i)法定名称及营业执照;
ii)联系人及其详细信息(如地址、电话号码、E-mail地址等);
iii)公司的总体介绍或宣传册;
iv)公司组织机构、人员和设施情况的描述;
v)过去三年(自2022年至2024年)的项目情况表,包括未完成的项目;
vi)公司认为能体现完成本项目的能力和公司竞争力的其他必要文件;
vii)咨询顾问可以与其他咨询公司合作以提高其资质,但应明确表明该合作是否以联合体或分包的形式进行。在联合体的情况下,若中标,联合体的所有成员都应对整个合同承担责任。
本咨询服务的具体任务大纲详见附件。
黄冈项目管理办公室现邀请合格的咨询公司对上述咨询服务提交《意向书》并通过cms.adb.org进行相关操作。感兴趣的咨询顾问如需了解更多信息,请访问亚洲开发银行的顾问管理系统(CMS, http://cms.adb.org/)或以下地址(http://www.cebpubservice.com/、https://www.chinabidding.cn/),时间为2025年4月23日至2025年5月26日(北京时间,周末和节假日除外)。
《意向书》(EOI)必须于2025年5月26日(北京时间)下午四点之前提交到亚洲开发银行顾问管理系统和招标代理公司(电子邮件)。同时,咨询公司应在同一信封中提交五(5)份中文版(一份正本四份副本)意向书及一(1)份英文版意向书至以下招标代理武汉地点。中英文版本如有不一致,应以英文正本为准。

The People’s Republic of China (PRC) has applied for a loan of $200 million from ADB to support Hubei Huanggang Dabie Mountain Ecosystem Protection and Carbon-Neutral Green Development Project. It is planned to use a portion of the loan for the consulting service of CS05External Environmental Monitoring Agency.
The objectives of this consulting service include:
(i)Ensure compliance with environmental regulations, permits and applicable standards aligned with ADB SPS requirements; (ii)Monitor and evaluate the effectiveness of environmental mitigation measures implemented during the project; (iii)Assess the effectiveness of mitigation measures in reducing negative environmental impacts, including monitoring potential risks such as air, water, and soil pollution, and habitat disturbance; (iv)Identify any environmental issues or risks and recommend corrective actions.
The ADB has agreed to select a consulting company through CQS to provide consulting services for the project. Procurement must comply with ADB’s Procurement Policy (2017, as amended from time to time), Loan Agreements, Project Agreements and applicable national laws and regulations in China.
The consulting service is planned to start on April, 2025 and end on October, 2030 (the contract shall prevail). The consulting company shall carry out the following tasks:
(i)Carry out the monitoring in accordance with the environmental monitoring program (Table A4-EMP: Environmental Monitoring Program in the IEE), including its updates;
(ii)The monitoring reports in accordance with the reporting frequency as specified in the EMP, including the certified monitoring results will be submitted to the HPMO and LPMOs;
(iii)In an event of an environmental incident is observed or a complaint is received during monitoring activities, the EMA will report to the HPMO and LPMOs immediately.
(iv)The external monitoring team must ensure independence from the project team to avoid conflicts of interest. All findings should be presented objectively, without bias, conducted in a professional manner, and in line with ethical standards.
HPMO now invites eligible consulting firms (Hereinafter referred to as “Consultant”) to submit Expression of Interest (EOI) for this consulting service. Interested consultants should provide relevant materials that meet the requirements to prove that they possess the qualifications and relevant experience necessary for carrying out the services. The consultants should be certified environmental organizations, and they should be from countries or regions that meet the criteria of the Asian Development Bank. Moreover, the criteria for consultants to be included in the shortlist should be based on the following aspects:
1. Qualification Requirement of the Consultants
(i)The EMA should be a certified environmental organization (research institution, design institute, consulting institution and/or firm, university or non-government organizations), processed with national-level CMA certification, and has no direct administrative subordination relations with the executing and implementing agencies;
(ii)Proven experience in environmental monitoring, particularly in projects of a similar scale and nature.
(iii)Specialists in the EMA should have master's degree or above in environment sciences, environmental engineering or relevant fields; and their environmental work-related qualifications support the monitoring as listed in the environmental monitoring program (Appendix 1);
(iv)The EMA should be familiar with the relevant policies and procedures of the ADB, have a good performance record and reputation, and possess at least 5 years of experience in external environmental monitoring (environmental supervision) in projects funded by the ADB or the World Bank (WB).
(v)Proficient in laws and regulations related to environmental protection and governance of the PRC and Hubei Province, and familiarity with international environmental standards.
(vi)Capacity to carry out fieldwork and data analysis using calibrated, certified and approved monitoring equipment and methods.
(vii)Core members of the EMA in the contract must be consistent with the personnel who work on the site. They may not be replaced without the approval of the HPMO, otherwise it will be treated as breach of contract; and
(viii)The consulting firm should have environmental supervision qualifications and aptitude to provide clear and detailed reports that can be understood by both technical and non-technical stakeholders.
2.The key responsibilities are proposed but not limited to the following:
(i)Team leader/environmental specialist, 6 person-months: (i)Holding the qualification of a registered environmental engineer and possessing a senior professional title or above in the environmental field. With more than 10 years of experience in external environmental monitoring (environmental supervision) and experience in environmental monitoring (environmental supervision) of foreign-funded projects.
(ii)Technical staff, 2 persons, each contributing 6 months, with a total workload of 12 person-months: Holding an intermediate professional title or above in the environmental field, with more than 5 years of experience in external environmental monitoring (environmental supervision) and experience in environmental monitoring (environmental supervision) of foreign-funded projects.
The EOI to be submitted by the consultants is required to include the following documents, but not limited to:
1)The legal name and business license;
2)Contact person and their detailed information (address, telephone number and email address);
3)Company profile or brochure;
4)The description of the company’s organization, staff, and facilities;
5)The list of projects undertaken in the past three years (from 2022 to 2024), including incomplete projects;
6)Other documents that the company considers necessary to prove its ability and competence;
7)Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture or a sub-contracting. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

HPMO now invites qualified consulting companies to submit EOI for the above consulting services and carry out relevant operations through cms.adb.org. Interested consultants to get more information please visit ADB’s Consultant Management System (CMS, http://cms.adb.org/) or the following address (http://www.cebpubservice.com/, https://www.chinabidding.cn/) from 23rd April, 2025 to 26th May, 2025 (Beijing time, except weekends and holidays).
The EOI must be submitted on the ADB’s Consultant Management System and Tendering Agency (via e-mail) before 16:00 p.m. on 26th May, 2025 (Beijing time) . In addition, the Consultants should submit five (5) copies of their EOIs in Chinese (one original copy and four duplicate copies) and one (1) copy in English in the same envelope to the following Tendering Agency’ address in Wuhan. In case of discrepancy between the English and Chinese version, the English original version shall prevail.
